Start with the task, not the department

Write down the outcome you need in one sentence: “I need to register my new address,” “I need to understand a notice,” or “I need to find the correct emergency information.” This makes it easier to search an official portal and explain your question at a counter.

1. Note your place and deadline

Many daily-life procedures depend on where you live and when an event happened. Note your municipality, the date of the event, any deadline shown on an official notice, and the language in which you can communicate most comfortably.

2. Gather the words already on your documents

Keep the exact name of the notice, organization, and reference number. Do not post identity numbers or personal documents into an untrusted translation tool. If a document is unclear, ask the issuing public body what it means and what they require.

3. Use a public starting point

The Immigration Services Agency’s Daily Life Support Portal provides multilingual entry points for topics that affect foreign residents. For Tokyo-focused daily-life orientation, “Your Guide to Living in Tokyo” is another practical starting point.

4. Prepare three questions

1. Is this the correct office or service for my task?
2. Which original documents and copies are required?
3. What is the current deadline and how will completion be confirmed?

Ask whether language support or an interpreter is available. Availability varies, so confirm it directly before travelling.

5. Record what you confirmed

Save the official page URL, the date you checked it, the office you contacted, and the next action. If information conflicts, treat the responsible public body’s current instruction as the point to verify—not this guide.
